02 / Regulation 1101

Understanding Regulation 1101 (Ontario)

Ontario workplace first aid is governed by Regulation 1101 under the Workplace Safety and Insurance Act. In summary:

  • Workplaces with 1–5 workers per shift need at least one person certified in Basic First Aid
  • Workplaces with 6 or more workers per shift need at least one person certified in Intermediate First Aid
  • Certificates must come from a WSIB-approved provider and are valid for three years
  • A trained first aider must be available on every shift while work is being performed
  • Employers must also maintain prescribed first aid kits, post the required WSIB information, and keep records of first aid treatment

On June 22, 2026, the WSIB First Aid Program was updated to align certificate names with CSA Z1210:24. Basic First Aid replaces the former Emergency First Aid, and Intermediate First Aid replaces the former Standard First Aid. Regulation 1101 itself did not change, and compliance thresholds did not change. Certificates issued before the update remain valid until they expire.
